Thefts are increasing partly because there because there are no provisions on scrap and salvage yards that pay for copper and other precious metal without asking questions about where the material came from.
 
New laws are being passed to require metal recyclers to keep records of their transactions in order to help prevent "copper crooks" engaged in theft of stolen copper, and for other purposes. Combating the problem will take better communications between metal businesses and law enforcement agencies.
